In Illinois, neglected tax debts can result in business or professional license revocation, publication of delinquency on the internet, and tax lien filings. The Department of Revenue almost always engages private collection firms to collect its debts, resulting in strong-arm tactics and increased transaction fees to resolve the matter. Moreover, the statute of limitations on collection is generally twice the length of the federal period – 20 years!
Illinois has no "currently not collectible" status based on extreme hardship, though it has an offer in compromise program and installment payment options. The offer program is certainly less formula-driven than the IRS', and typically requires a greater presentation of special circumstances and mutually-beneficial justifications for acceptance.
Installment arrangements are less flexible than the IRS, though there is certainly some room for negotiation and deviation from the established criteria.
